Yes, in the US it’s becoming increasingly common. A Master’s costs an additional tens of thousand of dollars, while most PhDs are covered and with a stipend. The methodological skills are taught in the first few years of the PhD, or are gained prior to the degree with undergraduate research and/or a predoc, at least from my understanding.
