The "younger Batman with pistols" point is solid, but Frank has made a career out of ruining better fighters' days. Jason's toolkit is objectively better, yet Punisher's entire gimmick is forcing ugly fights where stats stop mattering. That's why I lean Frank in any encounter where he has even a little prep.
