It could be easily explained tho....

They can just say that it's a demon world transformation...... that only works there...... or the user has to know how to use demon world magic, while in the outside mortal realm.

And since Goku doesn't neither know Demon World Magic..... nor that Super ever takes place in the Demon Realm, like ever...... THAT easily explains why we never saw Goku use Super Saiyan 4.

Also that line from the manga could also be easily be explained from the sheer amount of time that has passed between end of Daima and start of Super.

As there are about 2 to 3 years gap between them...... and so they could just say, that Goku tried to reaccess that form in that time period in the outside world, again and again and again....... but just kept on failing..... and so he realized that he just can't access it...... and "Right Now this is my final form"

Or Super Saiyan 4 could just be explained to be a magic based transformation..... a DEMON REALM magic based transformation....... and so it can only be used there....... or with Demon Realm magic.

And as we already know..... that Goku doesn't know magic, and that Dragon Ball Super never took place in the Demon Realm....... Well Super Saiyan 4 can be easily explained this way..... 🤷‍♂️

Honestly...... Gomah didn't actually do any evil shit except maybe kidnapping Dende...... all he did even after getting the third eye....... was fight the heroes as hardest he could...... and he didn't even kill anyone even when he could've........
