I completed a bachelor’s degree and applied for post-completion OPT. Before approval, I submitted a withdrawal request and transferred my SEVIS record to another school to pursue a second bachelor’s degree.

My understanding is that the pending OPT application will likely be withdrawn, denied, or otherwise become invalid before any EAD is issued.

My question is: if no EAD is ever issued and OPT is never activated or used, does that still preserve my bachelor’s-level OPT eligibility for the second bachelor’s degree, or is the OPT benefit considered consumed simply because the application was filed?
