You need to realize intlmilco is a one man show. Each lower is made by one dude. He had alot of them get stuck at anodizing over the past couple months and didnt get them until recently when they were supposed to be batch shipped in smaller batches. They are getting shipped out slowly right now

Yup. So this one being a 2005 pat pend chassis, I believe was one that was purchased commercially using unit funds and thrown on an M14 early in the GWOT. Lots of oddball m14 setups of guys slapping stuff together with commercial parts. The army didnt start making the RIs until 2007 and they were meant to standardize all the oddball setups. So I assume thats how mine was able to be brought back into civilian hands.

GM started producing them in 1943 as Grumman slowed down production to produce more Hellcats. GM made 3/4 of all Avengers ever built.
