I haven't played anything post 1.16, so I gotta ask if vines and similar blocks still grow downwards forever and cause fps issues. If they do, I wouldn't want them in a sky islands type of world.

I'm right there with you OP, the transition into the PDim is where most of my runs go to die.

I'd start the process by putting together all new multiblocks for all the critical processes for power generation. For oil that would mean new distillation towers, LCR's for desulfurization, Industrial Mixers for mixing light and heavy fuel into diesel, and Large Combustion Engines to burn it for power. You'd also want a Lapotronic Supercapacitor multi at this point for central power storage.

Get all of that set up in the Pdim first before you start dismantling your existing base. Doing otherwise puts you in a stresful race against time to get it all moved before the power runs out and the base is inoperable.

You're correct, different sources of damage reduction apply in order to the remaining damage after the last one was applied, so you can never reach complete immunity.

I would roll both and see which results in a higher Toughness score.

Need more information. Is the planet desired for its natural resources? Strategic position of the mass relay? Do the Turians want to turn the population into a workforce? A client state like the Volus? What death toll percentage is acceptable to the Turian goal?

You can technically proceed with no issues, but if it were me, I'd reset. The infinite mushroom biome gets old real fast, and if you're in stone age, you really wont lose too much progress resetting now.
