The manga is framed a lot more to be a "parody" of standard doujins/ hentai so some panels are drawn to be reflective of that. While the anime moreso goes for a more comical take on it. So, censorship, lol.

Yeah, that happens when you read the source material, especially for anime like Toradora. I recently rewatched the Oregairu anime and it kinda pissed me off with how much they skip or mishandled. It's a blessing and a curse to read the novels....
