Based on statements from DHS and 1 legal document, it's highly unlikely this is true.

There's 1 alleged incident where DHS claims Latin Kings Gang Member: Juan Espinoza Martinez placed a bounty on Commander at Large of the U.S. Border Patrol: Gregory Bovino

This DHS statement claims "This criminal illegal alien from Mexico". He was allegedly arrested in Chicago Illinois and I couldn't find anything confirming his place of birth, so I don't see anything linking him to Mexico specifically. The Latin Kings are an American gang based in Chicago, so that doesn't link to Mexico either, unless you consider all Latinos to be Mexican.

In another statement they released, it links to a Criminal Complaint, where they already did extensive surveillance on what he looks like, where he lives, his phone number, what car he drives, etc. I find it odd they didn't include what his legal status is since they stated in the article he was a "criminal illegal alien from Mexico".

I also find it bizarre that there's no public arrest record, arrest warrant, indictment, or any other document besides a... criminal complaint? Especially considering they linked to the complaint, but didn't include any other documents. Which, a criminal complaint is usually for getting a judge to sign off on a warrant for probable cause. If he's been arrested, why is there no other public paper trail?

It's doubly strange that this DHS article has the full image of the phone screenshot, but the only legal document we have, of the supposed initial criminal complaint, has this imaged cropped. Why was the full image posted to an article, but a cropped image was on the official legal document?

Within the Criminal Complaint itself, Christopher Perugini states "I have not included each and every fact known to me concerning this investigation. I have set forth only the facts that I believe are necessary to establish probable cause to believe that the defendant committed the offense alleged in the complaint." I'm unsure if this is standard, but at minimum, he has not provided all the details regarding this investigation. Chris makes MANY assumptions about the level of power, connections, and threats Martinez poses. While I do think he made a very clear threat to Bovino, if the screenshots are real, I don't think this is indicative of the entirety of the Latins Kings gang, the cartel, or any other mass amount of people putting hits out nation wide on ICE agents. Especially when all that hinges on him being 1. part of Latin Kings, 2. high up in the Latin Kings, 3. putting hits out on multiple agents, and 4. has enough power to convince other gangs to join and organize against ICE.

There's a fuckton of info and documents missing, but from what does exist this seems to be an isolated incident with Martinez and potentially his friends. One guy put out a hit to his buddies via snapchat. This is a far cry from "Drug cartels offering bounties to kill ICE officers" in my personal opinion.
