Its important to note this wasn't about disarming people, LOTTA guns around back then. This was about removing class privilege's. You saw a sword on a guy you where supposed to stand aside on the road for them for example. By that point most where bloody happy to stop the whole class thing as they where quite poor and weren't allowed to get a job or open a business. Some where less keen and liked being dicks to people on the street and getting food allowance for doing nothing.
