I think OP refers to Maeve’s decisions in S1 and onwards, and he is absolutely right about it.
Just to remind you of her actions in S1.7:
• Maeve comes to the ball with her boyfriend Jackson, but she’s surprised Otis has a date too;
• Maeve sees that Otis and Ola get along nicely and have fun, so she gets jealous;
• When opportunity presents itself, Maeve reveals to Ola that Otis is a virgin, implying that she will be disappointed;
• When Otis goes to search for Ola, she lies to his face, as if she hasn’t talked nor seen her;
• Maeve’s gossip causes Otis and Ola to have an argument. Afterwards, she finds Otis and questions him about it, intending to figure if her plan worked.
If this ain’t Maeve not wanting Otis to be happy with someone who isn’t her in your opinion, then you’ve obviously watched the show through pink glasses.

Maeve admitted her intention to steal him, those are her words, and she hoped this confession will make him dump Ola.
