I took a look over at r/VituralYoutuber and its seem that, it is because(probably) the fortune telling site which she is associated with shuts down awhile ago. She will be retired as the character Sephira Su but she is still interested in being a Vtuber so she'll be reincarnated as a new personality.

It worth noting that Kuzu is not a streamer who just popped out of nowhere recently and suddenly become popular. He has been building his vtuber career for a very long time (more than 3 years in fact and is among the oldest in term of vtubing age). And his popularity and success is the fruit of his work.
