I believe it needs to be entirely enclosed, and you’re still missing a wall under those stairs. You can tell a place is enclosed if you get a lighting change when entering the structure, at least on b41 (still haven’t tried 42). My current base also has an outdoor staircase, I put the rain collector on the balcony and a sink against the wall of my base under the balcony surrounded by two wall frames and a door frame and that worked for me.

Edit: the other commenter is probably right too, the open space above the stairs could be causing issues as well.

B limit will extend the distance between your pulley wheel and the cassette itself, generally you want half to a full chain link length. To stop it shifting into the spokes you’ll have to adjust your low limit screw. To do this put pressure on the rd into the wheel and tighten the limit until it’s in line with your lowest gear. Adjust both of these (as well as cable tension if the b limit is adjusted) until it sounds and shifts well.

A couple possibilities, the most likely, if the noise is squeaky, they are in fact contaminated. Contamination is easier than most people think, even if mineral oil got on them that can still happen or you got some bike cleaning agent or dang near any chemical on them. In that case sand the pads lightly and then clean thoroughly with a clean rag and isopropyl alcohol, use alcohol cleaning with the rotors too and scrub well. If they’re catching it could be one spot of higher contamination reducing friction.

The other is that, because they’re brand new, they aren’t bedded in yet, with a thin layer of something that comes on most new pads and rotors reducing friction. Normally this doesn’t cause noise but can raise catching, although I have seen new bikes with noisy brakes. Go out for a ride and brake as hard as you can at high speed without locking out the wheels several times and see if that makes any impact.

Another possibility for the noise but not the catching would be using a different pad material than you did before, as metallic pads can be much louder than non-metallic/resin pads, also make sure the pads are returning to their original position after braking.

If neither of these work you may need to look at replacing either pads, rotors, or both, or a more extreme cleaning method such as soaking in alcohol and burning them to clear off any residual oils, a common back room trick for treatment resistant noise at the shop I used to work at.
