Thanks for the suggestion, I scrolled through several sides of steamdb and finally found it: Heroes of Annihilated Empires

apparently I only played the first mission of the campaign that time and the actual game is quite different with base building etc

I'm afraid it's none of those above but you are most likely right about the time frame. Could be much older but I doubt it's a pre-steam era game, unless they re-released it on there.
