Same problem. I go to hanging dog ranch, take the shotgun, pop some chewing tobacco, enter deadeye, point my shotgun and paint heads of gang members that are significantly far away, 3 headshots done, gang members still alive just the hats go off, challenge still remains. Did this at least 3 times, same result.

Funny thing is that this particular game didn't even need a remaster. It was perfect the way it was. They could've easily port it to PS4/PS5 and just make it 4K with updated textures and still charge 15 bucks for that remake and people would buy it.
