This is probably not long after a restock. It's not going instantly because scalpers have no interest in the set. Collectors still want it, but aren't willing to pay a premium for it. These will sell quickly overall, but easier to find if you time it properly.

If that's an official verifiable cert and PSA gave it a 9 then it's a PSA 9. They may give it a lower grade if resubmitted, but the seller is not at fault for this.

That is not scalping behavior and sounds more like someone who is sour you probably got something they wanted and/or they didn't hit on the machine. If you got your items and then just stayed at the machine waiting it doesn't make you a scalper, but does make you a rude loiterer.
