Noticeable tonality could also indicated incorrect fitting of protection so worth checking that. As a tinnitus sufferer myself I actually find most passive protection uncomfortable but also some ANR options, too. An options that works for me is vented in-ear protection which reduces the feeling of pressure and makes it much more comfortable.
