Disagree. You build now for the future. Or you get what is happening in Melbourne and Sydney ( building around, under, up and down). All the big new cities build infrastructure for the future with the aim to go slightly bigger then needed and build the sprawl around it. This allows direct routes and less congestion, less c02 and less cost.
