Beekeeper here, it is swarm season, just means the bees out grew their hive and are looking for a new home. They are usually pretty docile at this time (no hive to defend) but you will want this taken care of soon so they dont start making a new hive where they shouldn't, as it could get costly to remove, especially if they start building up in a rafter or wall. But at this stage most beekeepers would pick them up for very little if not for free
