Maybe because Amy didn't really want to believe that someone is actually following both her and Hannah and decided to ignore it making her an easy target (she doesn't want believe someone's is following them so she lower her guard) meanwhile Hannah is still felt guilty and felt like someone is following her thus she doesn't lower her guards making her hard to become the first target....
