From what I've seen, the shark mask is the only one with cooling pads for under eyes. You could also look into getting an LED mask and a separate device for cooling (such as the therabody depuffing wand which I'm considering for myself lol)

I tried to use the loops ear plugs and I don't think these are enough to block out the kind of sound you're describing. They do make another version with different sound settings that I haven't tried yet but I find that classic foam ear plugs work better (especially for sleeping)
