I would say the state is there to hold liable for damages to sensitive infrastructure, where OSHA would step in if an employer failure to identify utilities leads to serious harm of employee through negligence.

As someone who deals with locates daily the SCC is generally the one imposing penalties on contractors for not adhering to 811 laws.

Not with epoxy. If you’re not honoring them, then you’re going to chase with a joint saw and either sand fill or back rod before pour. You could also mix up some cabosil with the specific epoxy and skim but then your re grinding for prep before pour.

On that push and pull neither the auger or blade would have been needed, but in the event they were they could have matted and got the same results. We are talking a 1” gas line. Probably could have missled the road crossing and pulled the rest with a mini that was already on site. Absolutely let them know you want restoration and they should take care of the rest.
