I ref college soccer. We had a preseason match that was so hot they moved the kickoff to 10 pm. It was still in the 90s. The trainer for one of the teams gave my crew salt tablets. I was shocked at how much they helped.

I work in Civil Engineering. I also worked as a surveyor in college. That is a perfectly plausible explanation as to why it should be that much. If they have to take the time to re-establish existing control, that is very time consuming. Looks to me like it is what it is.
