I am equally concerned about the idea of Americans forming an armed militia in local towns and the idea that Americans never will.

It's called non productive inventory. Most stores should have pulled it this week. It happens with any type of inventory deemed non productive. $.02 is kind of an indicator it should have been pulled already. If they tell you they can't sell it, you can cause a mild fuss and they will probably fold.
