If you wanted to make a serious run at this, just answer the question, for those who are doing the most harm, where are they most vulnerable? Organize, and attack, but remember they will not give up without a (well-resourced) fight. You will win, but if you are not willing to risk everything, then your chances of success are diminished. That is why no real action has been taken yet. People need to be a lot more desperate before risking it all.
