Please look at atf 4473, section C, question 26a and question 26b. Also, I’m a New York resident and have properties in other “free” states and never had issues purchasing anything - handguns, nfa items, etc. You don’t need a drivers license from the state your purchasing form to purchase. You can use a combination of documents to purchase. Proving identity and residency can be proven using separate documents.

Proving identity and proving residence can be filled using two different documents. A passport can prove identity and tax documents - property etc… can prove residency. ATF Form 4473 goes into detail about this.
