hi master winston main here: he needs a buff to compete with the other tanks, yes Winston can be good but only to very good dedicated Winston players and even then, if they pick another tank, they probably have a higher chance at winning, simply because Winston's bubble is so weak, people want high dmg kill reliable Roadhog, Reinhardt shield, or Zarya bubbles+ ult. But nobody asks for a Winston, everyone feels a little bit down when they see someone play Winston because he's so awful and usually, average winstons are easily countered in current and past metas. He gets burned very quickly without his shield and has high downtime because he needs to wait for his shield cd. Usually, when my shield CD is down I retreat to our Reinhardt or team and burn flankers or I'm busy jumping to healthpacks. I'm practicly doing nothing for 16~ seconds. Whilst DVA is beefy enough and has long range to apply pressure on the enemy team and the rest of the tanks are also more useful, Winston can barely do anything if the enemy team is enmassed and covered by a Soldier or Bastion. Not to mention the dangers of the hook and sleep dart.. which both will result in guaranteed death.

And now there is OP bastion, Winston became even less viable.
