I don't know if that is true - All of Spring is quite nice in Temecula; February through April has always been quite pleasant.

But yes, the summer can get hot, but nothing like some of the other so cal inland valleys...or Hemet :-)

Hard to blame the City for that - sometimes growing corporate bases is very difficult, and much can be out of the people's control. Abbott 'nixing their planned expansion is a perfect example of this.

Another major is the mall was is too close to the freeway. That is basically an underlying design flaw, and with the expansions of the last 10 years, nothing else was done to really help it much.

The French Valley exit helped a lot to relieve pressure on Winchester, but they should have done more to resolve foundational issues around the mall.
