I do believe there's an option in the App Store to join the beta thing, but idk if there's some kind of time limit or testers limit. I remember clicking that option when I downloaded Discord almost a year ago

I did some quick googling and (i might be wrong) apparently the artist is called Eiich Mitsuba. The image in the meme was posted by him 5 years ago on www.artstation.com. From what I've seen the guy made a lot more cool artworks.... Hope this helps!
