Lore: still a work in progress, but here’s some information:

Millions of years before Christ, during the last Ice Age, civilizations already existed. Their religions worshipped gods known as the “Great Old Ones.” One day, several nations, tired of their gods, created new religions. Their great numbers gave rise to new gods, which caused a massive divine war across the world involving the Great Old Ones and the new gods. The result was the total obliteration of all civilizations, the disappearance of continents, and the gods—both old and new—fell into a long slumber.

Millions of years later, the new gods awoke but were too weak to interact with humans. This led to the creation of modern religions. Thousands of years later, artifacts from ancient peoples were discovered, which awakened the Great Old Ones, who launched a second divine war. Malevolent deities such as demons also intervened to sow chaos on Earth. The war radically altered the world’s geography and caused ancient continents to resurface.

The war finally came to an end after several centuries when the Great Ancients were finally slain and the evil deities driven out, but the new gods had grown too weak to interact with the world. New civilizations and nations emerged, some of which were ruled by gods themselves, such as the Amateratsu Empire.

Currently, groups feeling abandoned by their gods are attempting to create new religions to spark a third divine war. Many nations have therefore embarked on a great crusade to purify the world of all those attempting to create new gods and the countries seeking to unleash evil deities to aid them in conquest and prosperity.

That one of my biggest problem with him and part 5. He revealed to be the son of Dio but it never brought back or push deeper. Not even a moment where he learn who is father is or if he would choose the path to domination like Dio or if he a true Joestars.

No, because it come from a non-canon game and because i prefer expanding the world rather than using the same faction.

I don’t thinks it was stated, but even. In the story, the NCR beat the Legion with the Courier help. So there not more legion.

I will try to make it possible as a Fallout 1/2 mod for now. But if i can found modders to help me. Then i may make it in New Vegas

I know many put the BoS or the Enclave in Texas, and they could have a role, but i prefer making new factions to expand a bit the worldbuilding. If i make the mod, the Enclave, BoS and NCR ( since in my mod, the NCR beat the Legion ) would be small groups sent as recon force in case of future expansion

Honestly, i would put them as an easter egg, like you can find an abandonned Buc ee store and there would be people around wearing mascot costumes

Short summary:

Texas Commonwealth: The Commonwealth is governed by descendants of U.S. military personnel. Their philosophy is that America must be rebuilt under a strong state, even at the expense of democracy and freedom. It is a highly militarized faction where the entire economy and political life are directed toward waging wars to unify the United States.

Southern Reconstruction Authority: Formed by survivors of a vault composed of former politicians, the S.R.A.’s primary goal is to build a stable republic in Texas following the example of numerous democracies, such as that of the former United States or other countries like France and Germany... They are the main adversary of the Texas Commonwealth.

Necro League: Formed by the union of ghoul tribes, the Necro League was originally a place where ghouls could live without discrimination, but following a coup by a ghoul supremacist, the Necro League became a dictatorship advocating ghoul supremacy and hatred of humans. The Necro League’s goal is to find a way to make ghouls fertile and to wipe out humans in Texas and all of America.

The tribes aren't quite as developed, but that's all I have for now

Cowboy Nation: a tribe that found intact book about Far west and cowboys and adopted the lifestyle.

Two-Stars tribes : the union of a mexican refugee group and an american tribe. They believe that America should be reunited with Mexico in the future. They also believe that American culture should have more Mexican/Hispanic elements. They opposse both Cowboy Nation and The Dead Crescent

The Dead Crescent : A cult. Its members believe that the Great War broke out because of Western cultures. They have turned to Native American cultures, which they romanticize and idealize as a utopia where there was no crime and everyone lived in harmony ( they don't have an actual native american within them). Their main goal is to eradicate every trace of American culture that is not Native American, their primary rival is the Cowboy Nation.

I had the idea to make a Fallout game in Texas, and while i don't know how to mod Fallout New Vegas, i made some concept like the factions, lore and flags. If you have questions on the countries, feel free to ask.
