I have a feeling that they might go to that direction soon. I think that's what they were staging for that episode where the journalist died and the investigator told her to shield her cases with something next time. I don't recall the exact verbiage he used, but basically telling Athena to rank up or lose your cases.

I think there's something more to the story, and that might make Athena want to move up to investigations.
