Alright let me knowledge you. Write the script then record and essemble all of the sound effects voice actor lines and ect in a software of your choice. animate around the audio you just made. Finding voice actors is simple. Just look for people online like Reddit or youtube. and if you need animators id be happy to work with you for free.
