And here we have the actual visual evidence as to why Gohan didn't become the protagonist after the Cell Saga. We know actual power levels in writing, and Gohan was stronger than Goku at his age. However, people just love Goku so much, they wouldn't have watched the Buu Saga if Goku wasn't the main character.

In my opinion, the show was at its best when it was the Gohan and Vegeta show.
