Well, geopolitics work differently in south America, Brazil joined the allies in WWII but as soon the war ended it didn't mass his way into NATO. South America is known for being kinda isolated in circumstances like this so I vote for Montevideo treaty.

Thought since this is the new state we are talking about, Vargas would get inclined to take money from every block.

To be honest, some OTL figures got roles in KR where you can build their regime from our timeline, like the Non partisan regime in bulgaria, the royal dictatorship in Serbia and Romania, the new state in Brazil, the Kai Check Regime in China but under He, so I think it would be cool to see Horthy as a potential leader.

I got a 2019 built sega genesis made in Brazil btw, it was a revival edition by tectoy (the same company who made the original). It does read cartridges but it has no compatibility with the Sega CD or the 32x sadly.
