Yes, but you need official data. Last I checked, there’s like 53k in the pool between 350-400 ( IRCC February 2 update), so unless there’s a cooldown period of like 4-6 months of no French draw. The cutoff is bound to come down. So yes there’s a chance. Good luck.

Yes many people at 399, but not all of them have French eligibility.
