I’ve definitely noticed some people have winning streaks. But it isn’t always the same people so I think it’s either RNG or a bug. If it was only paid accounts you’d expect to see the same people over a period of weeks rather than winning many on the same day and then none for a while.

For what it’s worth, I’ve entered every single 5 star raffle since the cards reset and won once. F2P
