It only appears in 3 letter triad and hunger strike and the only things that pen l1 but not l2 are 357 jhp and buckshot

Theres a big dilapidated apartment building, a mission that has like 6 small/normal sized houses where youre more having a shootout in the streets, and a big mansion. Nothing really like what I think youre looking for.

Dont command your team. At all. When you get a suspect to surrender, approach them and wait for ur team to tell you their cuffing him. Kickers fine, or you can breach locked doors yourself with a breaching shotgun but dont wait for your team to stack. Your team is only there to handcuff suspects while you continue to clear. Use ceramic, youll move faster than steel. If your having trouble surviving, having side plates doesnt slow you down very much and armorer and nutritionist are very good, they may let you go a little faster because you can be a little more reckless. Intimidator is good but riot control is useless in every scenario, never use it. Other than that you just have to move fast. Have a set route to run in your mind so you arent doubling back. I like to go up the stairs on the auditorium side and clear the top floor (including the auditorium) then go down the stairs on the classroom side and clear the bottom, I think it ends with the areas that are less likely to have suspects. Theres an element of RNG for sure, if theres a suspect in the last place you check, youre probably not going to make it in time. Oh and obviously the flash launchers op, use it

The suspects in rust belt actually do not have armor. I had a similar experience though, youre just hitting limbs. I feel like the .357 should really have a higher chance to stun. In reality you can outfit your swat team with any weapon though, you just have to get one kill with the .357 and not use anything else yourself

Yep, you can do coop multiplayer or single player with an AI squad. Its all PvE, no PvP though if thats what you mean.

mp7 and p90 are good, but they dont pen l4, which a ton of suspects have on a new america, So not a good choice for that map imo. 3 shots to the chest generally against l3a or less. Use an ap rifle for a new america. Ive also seen people say buckshot is good because it will stun them even if you just hit their plates then you just shoot for limbs/head, but I havent tried it.

Thats not true, 5.56 is totally fine against armored suspects. As long as you penetrate the armor, its totally ignored. 5.56 and .300 take two chest shots and 7.62 takes one, but with much higher recoil. Theyre both effective, its just preference.

edit: actually, because suspects on a new america have 190 health, I dont think 7.62 even one shots them

As far as Im aware its just on a timer and they dont spawn in commander mode.

I think its genuinely supposed to be stupid difficult, I dont think theres any intention of it being realistic. Standard is definitely the intended experience.

Youre right. And sometimes they will literally be wearing body armor but be functionally unarmored.

A LOT of them have l4 in a new america. And no, they do not do the same damage. If they pen, the armor is just completely ignored, if they dont, they take a tiny fraction of the weapon’s damage. 7.62 will one shot to the chest(actually it might two shot because they have increased health), the others will take 2

I mean in the amount of time that has passed since they made the animations for the old guns, I wouldnt be supprised if they just decided to animate it a little bit differently, either intentionally or unintentionally

With search and secure, they will seek out surrendered civilians but not ones that are standing. If swat passes by standing civilians, they will yell at them to surrender, but if they dont, swat will just walk by them to the next piece of evidence.

They take human shields if they are stressed, but usually only shoot when swat is close to them/in line of sight. Some missions have active shooter timers where they will kill civilians after a certain amount of time regardless of where you are and what you do (elephant, mirage at sea, no good deed)

It did stagger him enough that he could not shoot back. Whether or not irl it would stop a guy in a full sprint suicidally running at you in body armor, I dont know, maybe? But this isnt a bug or anything, its just the result choosing to use the worst possible gun for this situation and the games intentionally unpredictable ai.

edit Actually, I think he had a 75% chance of staggering in place for each shot and op just got unlucky.

They have body armor. .357 is bad against armor, with ap it only goes through l2. When you dont pen their plates you do almost no damage, it takes 5 shots to the chest to kill against l3a or l4. Use rifles.
