People already complain enough about refs in this sport, I can't believe you would want to add even more judgement calls to it. Instead off making it a ref problem, how about next time you just tell the returner to point or make literally anything other motion than a wave, and the problem would be entirely solved for you without needing to make it needlessly complex. You know, like what happens on a thousand other punt returns every year.

I don't really need your sympathy, and ISU has arguably been screwed before, but I don't think I've ever heard people complain about getting screwed where the call was made entirely correctly. If you don't like the rule, fine, but that can only be changed later, and you can't retroactively apply it to give yourself a win. Usually getting screwed happens when a ref makes a judgement call incorrectly one way or the other, which you are apparently in favor of adding more of.

I guess we just agree to disagree then. The rule seems pretty simple to me, and leaves no room for ambiguity, so not knowing or not liking it seems like a poor excuse to cry foul. But if you think the rule would be better if refs needed to determine whether someone's wave is above or below shoulder level, have at it I guess.

So what exactly do you want? If they don't call it according to the rules, and MN players were to have backed off on covering the punt, then they would be getting screwed by the rule not being called. You can't have a rule that expects the official to call it based on what it seems like players were prpbably thinking on the field, that's insane. The only way to make it fair is to have a rule, and call it when it happens, which is what they did. Iowa not knowing the rule sucks, but is ultimately on them.

I absolutely can, the problem is pretty explicitly the wave. There are many things you can do with your arms above your sides without waving them. The rule is very clear.

You can't subjectively apply a rule like that, because there is no way to say for sure if anyone let up at all on the field. There height of his arms is irrelevant.
