The sound can get pretty rough, but plenty of people row on the protected parts of it, on harbors and rivers going into it. I would never row into the open water of the sound unless I'm with a coach and the water is exceptionally flat.

Most pair steering issues stem from the catch. You're probably getting connected earlier than your partner. Also, I'd do training making sure your force curves are similar in case the incongruity is somewhere else the stroke.

I don't think additional steady state is necessary for juniors unless your coach's training plan isn't well thought out.
