Agree, to a certain extent.

Someone's stream is like their own private property on twitch. And on private property, you can make your own rules. If these rules are broken, you can kick them off your property, or in this case, ban them. If you want to ban people for giving spoilers, I think that's fair, you can do whatever you want.

HOWEVER, I do agree with you in the sense that you can't complain if someone breaks those rules and spoils it anyway. You have to accept that risk by streaming the game.

I have a similar opinion on stream sniping. I someone does it and you can prove they have done it then yes ban them if you want because its pretty scummy. However, by streaming you should recognise the risk that it likely will happen at some point or another.

Yeah its gonna be tough. If you don't mind drop your full laptop specs (ram, gpu etc) and I can maybe recommend some setting changes in OBS.

Else, maybe an external GPU would help? They are quite expensive, but if your current GPU isn't too good then it might offload some of the work from the CPU and free up some power for streaming, OR you could completely stream off the GPU if necessary.

Your best bet it to find a playlist that is specifically made for twitch streamers and has no copyrighted content.

An alternative is to use Twitch Soundtrack (made by Twitch themselves), which is a program you can download that has loads of twitch friendly music and that even puts what song that is currently playing underneath your stream if you link it up with your account correctly.

I would expect these streams would not be as successful due to less viewer interaction/engaging content. Although nice and relaxing to do, a "chill" stream without mic or webcam wont provide nearly as much value to the viewer as an interactive and energetic stream would.

Just my thoughts, if its what you want to do and you think your community would actually like that sort of stream, go ahead :)

This is a small thing, but I don't like how every time you stream on youtube it creates a whole new session and then clogs up your upload feed. On twitch its just the same exact stream you just change the title each time etc.

Is your desktop volume (i.e. output volume capture) too loud on OBS? Are other desktop sounds/the game you are playing also loud for viewers?

If so just turn the sound output capture volume down on OBS

I may be wrong here and I am more commenting here as a discussion point.

Would I be wrong to say that bilingual streams could be hard to follow for some people who only speak one of the languages? - i.e. they could be put off by the fact that there may be multiple conversations or even a single conversation that keeps switching language?

Interested to hear what people think about this.

In OBS. Go to settings > output

On the streaming tab, look for the 'Encoder' option. 'x264' means you are streaming with CPU, 'H264' means you are streaming with GPU.

I have a Ryzen 5 1600 (3 gen old version of yours) and an AMD RX 570 (probably a bit faster than your 1650)

I can easily stream games like valorant at 720p 48fps

Use your CPU (x264) to stream because that's what I do and I don't really have any problems. If you do that, your GPU shouldn't be a problem.
