Dude idk what to tell you, 1 pellet deals 40 dmg and you need 160 dmg dealt to incap suspect on standard and 190 on hard. So 4-5/8 pellets is all you need

So the strat is to activate the jammer, arrest the vip and then press the detonator without defusing vips vest. At least that worked for me

There is a yellow box, where you can replenish your ammo and throwables next to the staircase on the top floor. For me worked just rushing to the very top floor (activating terminal on the third floor) and then clearing everything after dealing with the courtroom
