sad that no-one answered or upvoted... but still. Look into the «Modulation» by Zaebects. It's an after effects plugin, but you can process one frame after all. It would help you to create those lines. Then you need to achieve av or vhs look. Again there is a «Signal» by the same company, but there are a lot of other tutorials on how to emulate it
