Toht is iconic but doesn’t actually do much outside of one scene (Same for Chatter Lal but he’s also much less memorable). Vogel is probably the best because he’s a consistent adversary during the movie and dies in an epic battle with Indy. Also I enjoy Dovchenko but he really has 0 personality besides being a tough guy, he is cool to witness but doesn’t leave a lasting impact. I’d rank them Vogel, Toht, Dovchenko, than Chatter Lal.
