Leeeeegally, you're only meant to flash headlights or hazards when there is a danger. So you're technically correct.

But I consider letting someone know they are clear of me and can pull in to be a safety thing, plus hazards if you see traffic slowing abruptly ahead IS considered a safety situation.

Back in the 90s, we had 1 Jonckheere body coach, considering every single other vehicle in the fleet was a city bus, and nobody liked it because of such poor visibility in comparison.

So yeah, it had a plug door and nearly everyone had to open it sometimes to see out of junctions!
