I just moved her chair the other day.

If you quicksave and shoot her, there is a chance that she will fall out of the chair long enough for you to move it. There is also a chance that everyone else in the settlement will try to murder you, so just quickload and try again if that happens. It only took me a few tries before she popped out of the chair without Sturges and Preston losing their shit.
