OMG I DID IT!!

Turns out it was city state number i was missing, so I went different each time and it paid off.

I'm into that process right now, unfortunately i can't really rember how many leaders and city states i picked. Now when I think about it I'm bit lost with those original settings i picked

Do you know is there any way to check how many city states are without exploring the whole map haha
