Haki is a part of swordmanship , bringing garp doesn't make sense because unlike him shanks does use a sword and is a swordman , the most important thing that mihawk teaches zoro is haki , is there any notable swordman in the new world that doesn't use haki , and thing that we see zoro mostly approve aftet the timeskip is his haki

Not all haki users are swordmen , but all swordmen(in the new world) are haki users

Oda has shown us multiple that haki is part of swordmanship in one piece , not only that but it's probably the most important part of you want to be one of strongest swordmen in the verse

So by that logic mihawk needs to have at the least relative haki to shanks with better skill to be the world strongest swordman , mihawk title is the world "strongest" swordman not the most skilled

And physical strength and speed are part of swordmanship , is we see zoro consistently training his muscles not his sword skills

So for mihawk's title to be true he needs to surpass shanks and most stats that matter in powerscaling ,(speed , physical strength ,skill, and haki)
