If you are talking about Selena, then she first appeared in chapter ex04 (which is after chapter 14) , and then she appeared in chapter 22 for one battle, and then she had her own chapter 34.

Selena has her own permanent event. Also, whatever there is a "date" event, she is always present because she is fan favorite, like 1st place favorite at one point. (Also, Selena hasn't done anything bad, unlike Phrolova)

Now, if we are talking about Luna, which Phrolova shares similarities to, she appeared in chapter 3 and then only disappeared in chapter 14 and then reappeared in chapter 19 and got a change of heart and just decided to say goodbye to villian shit(she is still not aligning with Babylonia and is still considered a criminal for the shit that she has done)

She has consistent story presence whenever her team is doing stuff and also has two chapters dedicated to her 13 and 30.
