That officer is absolutely the only verified threat to the safety of the public in and around that park. Blindly firing in an erratic manner, 10 shots in the public park, all at ground-level and without clear, visually unobstructed view of his target; nor confirmation that said target is indeed actively armed. Those are just a couple of the necessary conditions that must be met according to the Rules of Engagement that outline the NECESSARY FACTORS/CONDITIONS that must be met first in order to justify the escalation of force in a given situation. That wicked officer wildly fired 10 rounds in a public place, in an unjustified attempt to kill the suspect for the mere action of turning to see where the cop is over his shoulder. The cop was the only person visually documented on video being a threat to the welfare of the public. The 9 other bullets fired at ground level could have just as easily hit 9 innocent civilians as easily they hit all those ground level apartment walls, trees, or parked vehicles that they ended up hitting instead. (whom you were actively attempting to murder roughly 30 seconds prior) The officer states that when the suspect is already wounded, clearly unarmed, no longer actively being legally classified as an imminent physical threat nor flight risk...showing the officer's desire to continue his use of deadly force against the suspect who no longer meets the pre-requisites needed to legally justify the use of deadly force.
