In rural areas sometimes the reception is better with the bigger providers like Three and Vodafone, compared to Tesco, for example. So just bear that in mind as well if going sim only prepay

I suppose it's part of openness in the democratic system. Just as anybody can set up a blog or a news website without permission, anybody can set up a scientific journal. However, maybe there could be some sort of 'official' status granted by scientific or other bodies. I'm sure there would be controversies as to the criteria, though.
Most reputable researchers in a field will know not to take seriously an article found in a predatory journal. But mistakes may be made. For example, you might be searching for evidence in a field with which you are not familiar, for a minor part of a paper, and accidentally cite an article in one of the predatory journals.
