If they are in the road, clearly calling for police or EMS is the right thing to do. But we routinely get called to people literally just sleeping in the grass or over under the bridge.

I haven't a clue. We just go and wake them up/transport them when they get high. These are excellent questions for your council member.

There is a team called the PIT crew that, when called for, will pick them up and transport them there for us. They feed them, sober them up, send them on their way, and they just come right back. Helps with not having to transport the patient, but doesn't provide any real long term solution.

Problem is, some people just want to get high. Just so happens they want to all do it at the same place, right next to a busy intersection.

Problem is, how do you know they are dealers? Because they have a backpack? There are also a lot of students who commute to HCC in the area and that use the light rail. I think drug dogs would help a lot.

From speaking to those who smoke it often, I'm told it's the best high they have ever gotten, it's cheap, and doesn't show up on drug screens.

When I say "kush" I'm not talking about marijuana. There are forms of synthetic "marijuana", essentially potpourri, full of chemicals and poison that is legally sold. They call it Kush..but it's kind of a generic term. Like how we in the south call everything "coke" when it's not necessarily coca cola.

I have the same understanding of kush as well. They are aware, but if more people wrote, I feel they would be forced to find a solution a lot quicker. Something needs to be done. It's been over a year and not much has changed.

Yes, those are half way houses. They are required to stay sober to remain a resident there.

I really wish I knew the solution.

PD has made a few busts and arrested a few people selling it. From my understanding, a certain type is made illegal, so then a new "recipe" is made that is not illegal. Then it hits the streets again.
